众所周知,财政是国民经济的综合反映,是保证各级政府行使职能的重要手段,也是一个国家、一个地区经济实力的重要标志。一个地区的财政具有控制财政支出和增长经济收入的双重功效,是经济工作的“总开关”。在实现县域经济新一轮的跨越中,如何把好县域财政这个“总开关”?笔者认为:在抓财政工作中必须强化以下几方面的工作。一、强化预算约束凡经同级人大通过的年度预算执行计划,就具有法律效力,任何单位和个人都不得随意更改,因而在编制、执行年度预算计划中,就必须严格执行预算法,坚持量入为出的原则,精打细算,编制出年度收支计划;同时要认真贯彻执行国家实行的“适度从紧”财政、货币政策,按预算计划调度用好每一笔资金,借以强化预算约束。此外,要认真地坚持“收支两条线”的管理原则,加强对行政、事业单位的预算外资金以及自筹资
