Since the last 20 years of the 20th century, the dissemination of technology-based intermediation, from analogue to digital transformation, has had a significant impact on human communication. This process is often referred to as (digital) innovation. This article re-examines the media and communication research on innovation from the perspective of norms and develops an innovative research agenda based on this concept. The research agenda is based on the requirements of the democratic public sphere and is organized into five levels: structural conditions, content production, communication and media economics, distribution and delivery, and usage and user experience. Dissemination and Innovation Studies (CIS) Interdisciplinary research should be conducted on communication innovation to assess and measure improvements or demise of such democratic values as freedom, equality, diversity, solidarity and participation.
