与昌黎县乡镇企业局局长傅连银认识已有较长的一段时间了。初次见面时,他还是副局长。那时他给我的印象是个实干家,经常骑车往乡镇或企业跑,并且是那种很能“沉”下去的人。很随意地谈过几次话,又发现他不仅很有文化底蕴,而且理论水平也较高。1995年9月,他以县人大全票通过的考察成绩,带着人们的信任和期望,站到了县乡镇企业局局长的位置上。那段时间我正在秦皇岛采访,一次和市局同志一起到昌黎,见到已当了局长却依然满脸平和、默默地忙着那摊子工作的他。后来听系统内的同志闲聊,说傅连银新官上任的那把火是从局里点的,他首先完善了机关管理制度,使之规范化,结果事实证明是“条
