建立林业基金制度的实质内涵是政府为矫正“市场失灵”,以林业生态建设所付出的成本资金为价值尺度,对森林资源的生态保护和环境服务功能予以的经济补偿。在实行森林分类经营的基础上,完全有必要对原来作为林业基金来源的各种资金的性质重新进行认定,按照使用功能将育林基金分离出林业基金管理范畴。
The essential connotation of establishing the forest fund system is that the government should make economic compensation for the ecological protection of forest resources and environmental service functions in order to correct the “market failure” and take the cost funds of the forestry ecological construction as the value measure. Based on the implementation of forest classified management, it is absolutely necessary to re-identify the nature of various funds originally used as the source of forestry funds and to separate the forestation funds from the management of forestry funds according to their functions of use.
