二战后日本经济的迅速崛起令世人尤其是西方发达资本主义国家叹为观止 ,望尘莫及 ,而日本经济取得成功的根本原因之一 ,就是积极地引进并发展起源于美国的“全面质量管理”(TQM)。日本在引进这一理论和方法后 ,认真对待 ,持久地应用在企业的经营管理之中 ,并在此基础上结合本国实际 ,形成了日本式的质量管理体系。经过多年努力 ,日本从根本上提高了其产品的质量等级 ,已经具有了世界级的质量管理和产品质量的先进水准 ,至少有十几种产品占据世界第一的位置世界发展了 ,我国怎么办?1994年国际标准化组织重新修订ISO9000族质量体系标准 ,有关部门权衡再三 ,终于决定遵循大多数发达国家的惯例 ,由我国国家标准 :GB/T19000族标准对其等同采用 ,此举目的显然是为了我国企业可以在质量管理上与世界全面接轨 ,进而可以从容应对加入WTO ,迎接世界经济一体化的机遇和挑战。倡导者可谓用心良苦 ,然而某些企业在其贯标实践中却又弄出个非驴非马的结果。数一数七大误区之多 ,假若细细分析 ,问题可能更多。这仿佛又让我们看到本应该登大雅之堂的台球 ,到了国内就落到了田间街头 ,穿上西装却大敞领口 ,沓拉一双懒汉鞋……如此种种变了味的东西 ,能拿到世界上去接轨吗?质量认证是企业通过第三者对客户的庄重承诺 ,不来?
