群众来信来访,是一项较为复杂的工作,要解决好上访问题,需要多方面的支持配合。代表参与信访工作的初衷是好的,但不是人大代表出面说几句话就能解决问题,而且代表在开展活动时又不直接处理问题。所以,笔者认为,人大代表最好不参与信访工作。一是受身份所限。代表法规定,地方各级人民代表大会代表是地方各级国家权力机关的组成人员。如果代表接受群众上访委托,相关职能部门势必会将上访问题与其代表特殊身份相联系,搞特事特办,损害其他信访群众利益,也有损人大代表形象。二是代表不处理具体问题。人民代表大会集体行使职权,代表按照安排参加统一组织的活
Letters and calls from the masses are a more complicated task. To solve the petition petition, we need a lot of support and cooperation. The original intention of the delegates participating in the petition work is good, but not the NPC deputies can solve the problems by speaking a few words, and the deputies do not directly handle the issue when carrying out the activities. If the delegates accept the entrustment of the people petitions, the relevant functional departments will inevitably link the petitions with the special status of their representatives, make special operations, damage the interests of other petitioners and detrimental to the NPC deputies. Second, the representative does not deal with specific issues. The people’s congresses exercise their functions collectively and represent the participation in the work of a unified organization according to arrangements
