食品是人类赖以生存的重要基础,食品安全与否不仅涉及人类的身体健康与生命安全,也影响了国家与社会的稳定与发展。因此,建立食品安全管理体系,确实执行食品安全的管理,已经成为世界各国必须面对的重大议题。欧盟确立“从农场到餐桌”的食品安全供应链,强调食品安全管理的制定,必须建立在风险分析的基础之上,并应确立食品安全可追溯系统,以维护食品安全并保护消费者的利益,使食品在供应链阶段中都受到管控。参酌欧盟食品安全管理体系,可检视我国在食品卫生管理制度上的不足之处,并为完善我国食品安全管理体系提供借鉴。
Food is an important basis for human beings to survive. Therefore, establishing a food safety management system and implementing food safety management has become a major issue that all countries in the world must face. The EU has established a food safety supply chain from farm to table, stressing that the development of food safety management must be based on risk analysis and should establish a food safety traceability system to safeguard food safety and protect consumers The interests of the food in the supply chain are subject to control. With reference to the EU food safety management system, we can inspect our country’s deficiencies in the food hygiene management system and provide reference for improving China’s food safety management system.
