少數民族敎育是人民敎育事業中重要的組成部分之一。早在一九五一年第一次全國民族敎育會議時,黨和政府就曾指出:民族敎育必須採取民族形式,照顧民族特點。同時,這次會議上更具體地指出了加強民族因素的原則:各有關地區應爲民族學校培養民族教師;對現有通用文字的民族學校須用民族語文教學;民族學校的敎學計劃、敎學大綱得結合民族情況加以變通、補充;爲民族學生編譯民族語文的課本;爲民族學校解決設備、敎師待遇和學生生活方面
