匈牙利的现行经济政策是八十年代初形成的,而至今这一政策还存在着危机,还在寻找出路,其中心问题是怎样进一步进行改革。人们对如何进一步进行改革有两种观点。第一种观点认为,1968年改革的实质是,用间接的(经济)手段、用对财政的调节和管理取代直接的(行政)指令性管理,而同时并不缩小中央对经济过程的管理范围。另一种观点则认为,1968年改革至今为止仍然存在的基本特点是,用经济机制取代以直接和间接手段对整个经济过程进行全面控制的中央
The current economic policy of Hungary was formed in the early 1980s, and so far there is a crisis in this policy. It is still seeking a way out. The central issue is how to carry out further reforms. There are two views on how to carry out further reforms. The first view is that the essence of the 1968 reform was to use direct (economic) means to replace the direct (administrative) mandatory management with the regulation and management of finance without reducing the scope of the Central Government’s management of the economic process . Another point of view is that the basic feature that the 1968 reform still has until now is to substitute the economic mechanism for the central government that controls the entire economic process both directly and indirectly
