一、立足市场 深化认识 近几年来,随着改革开放的深入和社会主义市场经济体制的确立,企业走向市场的步伐加快,上海港港务工程公司对培养人才的认识也经历了一个不断深化的过程。 在传统体制下,企业缺乏培养人才的自觉性。直到企业进入市场后才使我们真正懂得人才问题的重要性。 1984年建筑业率先进行改革,公司被迫进入市场。由于主观上的不适应,特别是懂经济、会开拓的人才的缺乏,公司的工作十分被动。尤其是1989年亏损额达到空前的水平,公司面临任务严重不足、经济效益差、企业信誉低、职工怨言多的困境。现实使我们逐渐认识到,企业的竞争实质上是人才的竞争,为了使企业能够在竞争中取胜,必须把培养人才的工作放在第一优先的地位上来考虑,但是由于长期形成的“轮资排辈”、“求全责备”等传统观念根深蒂固,因此在培养、选拔年轻干部时阻力重重,选人总是自觉或不自觉地在一些老面孔中扫描,难以迈开步子。为了扫清这些思想障碍,党委及时组织了领导班子和组织部门学习小平同志“尊重知识、尊重人才”的思想,联系实际,转变观念,党委提出了破除旧框框,不拘一格选人才的要求,同时在培养和选拔市场经济所需要的开拓型人才上加大了工作的力度,逐渐在公司形成了一个能够让青年干部脱颖而出的环境。 随着 First, based on the market to deepen understanding In recent years, with the deepening of reform and opening up and the establishment of a socialist market economic system, enterprises to speed up the pace of market, Shanghai Port Engineering Company to cultivate talent awareness has gone through a deepening process .
