发展高产高效优质农业是国民经济成长和农业生产持续发展的客观要求。它对于促进农村商品经济的发展，加快农民脱贫致富奔小康步伐具有深远的意义。榆林风沙区发展高产高效优质农业有一定的优势和潜力，也存在一些不利因素。提出的对策是；（1）制订优化的综合配套技术；（2）积极发展水地，建设基本农田；（3）优化品种结构，安排适销对路效益高的品种：（4）加强科学技术研究和技术推广工作；（5）走农庄式的多产业集约经营道路；（6）加强政府扶持，买行倾斜政策。
