过去在计划体制下人事档案一直在人们的社会生活中发挥着重要的作用,它全面系统地记载了一个人的历史情况、工作经历、职务任免、家庭背景以及奖惩记录等情况,忠实地记录着一个人的成长经历,是社会和人事部门了解一个人的重要载体。承载着个人最原始凭证材料,是组织人事部门、用人单位及相关单位考察和了解个人的重要依据。所以,人事档案管理工作直接关系到个人和单位的切身利益。
