Regulations on Rural Planning and Construction of Shaanxi Province was approved by the 22nd Conference of the 10th Standing Committee of the National People's Congress of Shaanxi province and took effect since March 1 of this year. It is the first local regulation that provides the guidance for the planning and construction of new countryside. In accordance with the basic requirements in Some Issues on the Advancement of Socialist New Countryside published by the State Council, the Regulation provides the standard for the planning and construction of the countryside. The promulgation of this Regulation shows that the planning and construction of socialist new countryside of Shaanxi province has been brought under legal system.
