为了进一步建立和完善我国国营企业管理体制和运行机制,以提高经济效益,增强国力,加速我国的社会主义现代化建设。党的十三届七中全会和全国七届人大四次会议作出了切实增强国营大中型企业活力的决策。这不仅是一个经济问题,而且是一个政治问题。而企业“三角债”则是我国当前国民经济发展中一个深层次矛盾的集中体现,是在经济运行中诸多因素相互作用下形成的严重影响国民经济正常发展和改革深化的一个障碍。如果不尽快排除这个障碍,势必影响中央决策的贯彻执行。虽然清理“三角债”主要是行政领导部门的事。但有许多“三角债”纠纷,又必须通过诉讼程序才能解决。所以,要在短期内,彻底清理“三角债”必须行政、经济、法律手段三管齐下,进行综合治理。

If we do not eliminate this obstacle as soon as possible, it is bound to affect the implementation of the central government’s decision-making. Although it is mainly the administrative leadership that cleans up the “triangular debt”. However, many “triangular debt” disputes must be resolved through litigation. Therefore, in a short period of time, it is imperative to thoroughly clean up the “triangular debt” through three-pronged administrative, economic and legal measures and carry out comprehensive control.
