第五工程局的机械管理工作,以往处于一种“不坏不修、不用不派人”的无人负责状态,对于机械的技术情况,从工人到干部大家都是心中无数,所以一旦使用就毛病百出。1953年虽实行了机械负责制,驾驶员对自己所负责的机械有了大概的了解,但机械主管部门仍不能很好地掌握机械的技术状况,因而形成盲目修理、盲目备料。而使用单位,往往为了完成施工计划,或开双班、三班,或让机械带病施工,使机械没有喘息保养的时间,只有当机件磨损到不能运转时才停止使用。这种“杀鸡取蛋”的方法,不但造成机械经常抛锚影响工程的进行,而且大大折损了机械的寿命,造成修理和保养上的很大浪费,从而增大了使用成本。 1955年在京周公路施工过程中,我们开始实行计划预防保修制度,获得了很好的效果。机械故障率逐年降低
