一、过去水田地区公路的概况解放以前对水田烂泥地区的筑路问题。从未加以研究,因而水田地区的公路往往由于路基填高不足,压实不够,排水不良,未将烂泥清除,每逢雨季、冻融时均不能通车。其铺有路面的地段也普遍发生坑槽,随时需修整,勉强维持通车。解放初期新建公路经过水田地区,亦未多加注意。例如温州丽水线温州附近20公里以内,系于1951年填筑路基,1953年铺路面,但通车二个月后便发生路基下沉、路面破坏。温州分水关公路完工通车后,亦发生大批路面破坏,不得不进行修理,损失很大。福建省新建公路经过水田地区,未注意路基高度,往往与烂泥齐平,天雨即被淹没,根本无法通车。
