公办民营是特殊办学机制模式下催生的高等教育办学新举措。公办民营高校存在党员关系迁转、流动党员管理、党员发展、党建工作者业务素质等新问题。加强和改进公办民营机制高校党建工作,宿迁学院进行了有益的探索。从思想上组织上重视党建工作;建立党建工作学习指导和监督机制;协调相关部门与组织,做好党员关系的迁转;充分发挥外聘人员中党员的先锋模范作用,切实加强基层党组织建设;抓好基层党组织的组建和指导、服务工作;树立“围绕中心抓党建,抓好党建促中心”的党建工作理念。
