十六、在海域使用管理中违反廉政纪律的行为《处分规定》第十三条、第十四条规定了四种在海域使用管理活动中违反廉政纪律的行为,分别为贪污行为、索贿行为、受贿行为、违反规定参与或者从事与海域使用有关的生产经营活动。(一)贪污行为贪污行为,是指《处分规定》第二条所列有关责任人员利用主管、管理、经手公共财物等职务上的便利,采取侵吞、窃取、骗取等非法手段将收缴的罚款、海域使用金或者其他公共财物据为己有的行为。
