《国家中长期人才发展规划纲要(2010-2020年)》(以下简称《人才规划纲要》)是我国历史上第一个中长期人才发展规划,针对我国经济社会发展的需要,系统提出了人才队伍建设的目标任务和重大举措,其中不乏人才工作新思想、新理念,尤其是确立了一系列人才发展的战略思想和战略方针,丰富和发展了中国特色社会主义人才理论。《人才规划纲要》蕴含着哪些深刻内涵和精神实质,以及透露出哪些新意?为此,本刊专访了人才规划纲要编制工作办公室副主任、人力资源社会保障部专业技术人员管理司司长孙建立。
