2007年10月起,实行新专业备案制以来中职学校根据教育部《中等职业学校专业目录》自主设置的第一批目录内专业、目录外专门化首次接受了教学质量检查评估。为了更好地履行评估职能,既为政府后续决策提供依据,也为学校规范办学提供指导,由上海市教育评估院承担的此次新专业评估一改以往总结性评估模式,首次尝试常态评估。这一变化既是丰富评估方式、完善评估功能、提高评估有效性的有益尝试,同时也是政府职能转变,实现“管、办、评”分离的重要体现。
Since October 2007, the new professional filing system since the vocational schools in accordance with the Ministry of Education, “Secondary Vocational School Professional Catalog” independently set the first list of professional, directory specialization for the first time to accept the teaching quality inspection assessment. In order to better perform the evaluation function, it not only provides the basis for the government’s follow-up decision-making, but also provides guidance for the school to standardize the running of the school. The new professional evaluation undertaken by Shanghai Education Evaluation Institute changes the former summative evaluation mode for the first time and tries the normal evaluation. This change is not only a useful attempt to enrich the evaluation method, improve the evaluation function, and enhance the effectiveness of evaluation, but also an important manifestation of the separation of government functions and the separation of “management, evaluation and evaluation.”
