After the Stalinist era, one of the most obvious changes in Soviet economic policy was that the leaders paid more and more attention to the Soviet agricultural problems. This is because despite the impressive growth in agricultural output, the growth has not kept pace with the increase in demand. Moreover, the growth of agricultural output has always been achieved at a costly cost. In general, the reasons for this can be attributed to: (1) neglect of the agricultural sector in the Stalinist era; and (2) inefficient agricultural organization and management in the Soviet Union.
