黄正清(1903—):藏族,四川省理塘县人,1955年授少将军衔。现为六届全国政协常委。建国前曾任地方保安司令。建国后,历任西北军政委员会委员、畜牧部副部长,西北军政委员会民族事务委员会副主任,西北行政委员会副主席,甘南藏族自治州州长、甘南军分区司令员,甘肃省副省长。彭飞(1914—):土家族,湖南省永顺县人,1964年晋升为少将军衔。现任福州军区司令部顾问。 1934年参加红军,1935年加入中国共产主义青年团,1936年入党,参加过长征,任过红军师政治部干事。抗战时期,任八路军旅司令部参谋,苏鲁豫支队三大队作战参谋,新四军旅
