鉴于中国的特殊国情与广西的特殊区情,在农村落实“三个代表”,对确保立党之本、执政之基、力量之源尤为重要。广西共青团的战略构想是:找准位子,服从区党委创建全区十大亚热带现代农业示范区和实验区的战略;选择切入点,探索具有有增效深广度的发散式服务模式。所获得的三大基本经验是:团领导的服务示范必须与建立服务中心、服务队、电子服务网、服务机制的农村团工作服务体系结合;对农民和星火带头人的科技培训服务必须与创建科研院所+基层政府+农户,公司+基地+农户,星火带头人+示范户+联系户,团组织+技术能人+联系户,协会+基地+农户,政府职能部门+技术人员+农户等六大模式科技示范园结合;理论教育学习服务必须与大中专学生“三下乡”、共青生态扶贫旅游、生态文明示范村、乡村文化艺术节等多载体群众性精神文明创建活动结合。
Given the special national conditions in China and the special conditions in Guangxi, implementing “the three represents” in the rural areas is particularly important in ensuring that the foundation of our party, the foundation of our ruling party, and the source of our strength. The three basic experiences we have gained are as follows: The service demonstration of the group leaders must be integrated with the rural team work service system of setting up service centers, service teams, e-service networks and service mechanisms; and the science and technology training services for peasants and Spark leaders must be coordinated with the establishment R & D institutes + grassroots level government + farmers, companies + base + farmers, Spark leaders + demonstration households + contact groups, regiments + technicians + contacts, associations + base + farmers, government departments + technicians + farmers, etc. Six models of science and technology demonstration park combined; theoretical education and learning services must be college and technical secondary school students, “three to the countryside”, ecological communism poverty alleviation tourism, ecological civilization model village, village culture and art festival and other carriers of mass spiritual civilization to create activities.
