宪法的生命和权威都在于实施。保障宪法实施应建立“宪法监督制度”还是“违宪审查制度”的争论应暂且搁置。完善以全国人大及其常委会为根基的宪法监督机构是当前要解决的紧迫性和基础性问题。宪法监督机构的完善要注重方法论的问题,做到于法有据、响应实践的需求和统筹兼顾。 The life and authority of the constitution lie in its implementation. The debate over whether the “Constitutional Supervision System” or “Unconstitutional Censorship System” should be established for the implementation of the constitution should be shelved for the time being. Improving the constitutional supervisory body based on the NPC and its standing committee is an urgent and fundamental issue to be solved at present.
