银行应客观理性对待钢铁企业去产能,制定科学信贷对策,优化金融机构信贷结构,激励资本市场多渠道参与钢铁企业的兼并重组。通过金融产品和服务的不断创新,支持兼并重组后的钢铁企业进行产品升级及技术创新。截至2015年底,我国钢铁产能已达12亿吨,过剩产能约2.5亿吨。钢铁已成为产能过剩最大行业,其去产能任务能否顺利推进不仅关系到去产能总体任务的完成,还影响我国整体经济结构的调整。钢铁去产能任务重、时间紧,但也不能因此只注重完成钢铁去产能任务,而忽视钢铁去产能质量,尤其要防止钢铁去产能过程中可能出现的新矛盾,这是去产能必须坚守的工作底线。处理好局部与整体的关系钢铁去产能工作应具备全国“一盘棋”思维,防止顾此失彼现象的发生,不同省份的钢铁企业均等享受市场利益,共同承担去产能责任;建议把不适合发展钢铁行业的落后产能淘汰,为钢铁去产能任务全
