军事经济活动法规先行是指军事经济立法先于军事经济实践活动,也就是在军事经济活动尚未全面展开之前,制定有关军事经济法规予以指导,规范主体的行为。一、军事经济活动法规先行是适应社会主义市场经济的客观要求社会主义市场经济就是法治经济。第一,市场机制的运行要靠法治的保障。市场经济要求一切经济关系市场化。市场化的经济关系必然受价值规律、竞争规律、优胜劣汰规律的调节和支配,按照符合这些规律要求的机制运行,它不以任何人的意志为转移,只有将市场内在规律的要求科学地表
