当前,我国正处于社会转型的攻坚时期。社会改革已进入纵深期和深水区,新旧体制交替,各种矛盾凸显,随之众多政策应运而生。转型时期的政策具有一定的规律行和逻辑性,而中国转型时期,由于其具体的国情和社会状况,政策运行又呈现出特有的规律和特点。本文将政策运行的内在结构大致分解为政策制定、政策执行、政策反馈三方面。从这三方面来阐释中国转型时期政策运行的规律。
At present, our country is in a crucial period of social transformation. Social reforms have entered the deep-water and deep-water areas. The old and new systems have been alternating and various contradictions have become prominent. Many policies have emerged. During the transitional period, the policies of the transitional period have a certain amount of regularity and logic. However, due to their specific national conditions and social conditions during the transitional period in China, the policies have shown unique laws and characteristics. This article roughly decomposes the inner structure of policy operation into three aspects: policy making, policy implementation and policy feedback.
