发挥高校学院(系)党组织的政治核心作用,既是理论问题,又是实践难题。为避免既不缺位又不错位实现工作到位,在实践中我们坚持了“三落实”,即:落实于全面贯彻党的教育方针,保证正确的办学方向;落实于保证上级党组织决议的贯彻和学院中心工作的实施;落实于加强党的自身建设,增强党的战斗力,在党风廉政建设中发挥表率作用。
