“优抚对象有保障,驻军部队无难事,武装工作高质量”。这是军地各级领导在考察了河南省新安县的双拥工作及人武部全面建设后得出的结论。近年来,这个县在做好经常性双拥工作的同时,注重探索新时期双拥工作的特点,逐步形成了一套行之有效的制度和措施,营造出一方关心支持国防建设的热土。动真情、办实事、想长远、重实效,是这个县双拥工作的显著特点,连续三年被河南省及洛阳市人民政府授予“双拥模范县”的称号。这些成绩的取得,和一个人的名字有关:他就是县委书记周宗良。
