2006年开始,湖南烟草商业系统各单位以现代人力资源管理理念为指导,全面贯彻落实“分类管理、科学设岗、明确职责、严格考核、落实报酬”的总体要求,积极探索,初步构建了现代人力资源管理体系。2009年,全省系统开展了现代人力资源管理体系二期建设,进一步修订完善了市级局(公司)定岗、定级、定编、考核、薪酬方案。结合三年一次的全员竞聘,2009年底以来,10家市州局(公司)陆续开展了新一轮改革。其中,湘西自治州局(公司)和岳阳市局(公司)突出优化人员配置、盘活人力资源、提高人均劳效、实现企业可持续发展,取得了阶段性成果,相关做法值得学习借鉴。
