介绍“建立乡镇卫生院卫生技术人员在职培训制度的主要问题及政策建议”课题的研究背景、目的、内容、方法。根据调查结果描述了目前乡镇卫生院卫技人员在职培训的主要模式及存在问题。通过归纳各利益相关者的观点和建议 ,提出建立健全乡镇卫生院卫技人员在职培训的政策建议。结果表明 ,影响乡镇卫技人员在职培训的主要问题有 :卫生院发展不稳定 ,缺乏明确的政策依据和具体要求 ,卫技人员队伍素质差 ,管理操作不规范 ,缺乏保障与激励措施等。各方人员普遍认为 ,建立健全乡镇卫技人员在职培训制度可促进卫技人员素质的改善 ,有利于提高卫技人员的服务水平 ,对充分发挥乡镇卫生院的功能 ,推动乡镇卫生院建设具有重要意义。
