事业单位改革是一项复杂的社会系统工程,是当前中国面临的一项重要任务。目前我国事业单位存在诸多问题和弊端是不争的事实,原有的一些改革没有能真正启动整个中国事业单位改革,只局限在表层化,其深度和广度远远不够。究其原因,由于事业单位本身情况的复杂性,长期以来从根本上缺乏事业单位改革的具有统筹规划的改革目标设计。本文针对当前事业单位的现状及其存在问题,试图提出我国事业单位改革的具体路径。
Institutional reform is a complex social system project, which is an important task currently facing China. At present, there are many problems and malpractices in our country’s public service units. It is an indisputable fact that some of the original reforms did not really start the reform of the entire Chinese public service sector, but were limited to the superficial one. The depth and breadth of the reform were far from enough. The reason, due to the complexity of the institutions themselves, has fundamentally lacked institutional reform with the overall planning of the reform goal design. In accordance with the current situation of the institutions and their existing problems, this paper tries to put forward the concrete path of the reform of our institutions.
