《中国共产党机关公文处理条例》(以下简称《条例》)最显著的特点是求实为本,注重公文效用的发挥,注重公文对工作实践的指导和推动作用,努力克服长期以来困扰公文工作的官僚主义、形式主义和文牍主义。在求实思想的指导下,《条例》专门提出了公文处理应当按照行文机关要求进行的原则。
