一、事业发展欣欣向荣 1985年5月,河南省人民政府批转了省卫生厅“关于卫生体制改革的报告”,拉开了深化卫生改革的序幕,我省卫生事业的发展进入了一个暂新的阶段。之后,省政府又分别于1988年、1989年和1993年相继出台了一系列关于深化卫生改革的政策性措施,为卫生事业改革与发展创造了宽松的环境。 卫生改革使卫生生产力得到了空前的解放和发展,打破了长期以来卫生事业由国家包下来“独家办”的局面,形成了以全民所有制医疗卫生
