进入2004年,十六大提出的全面建设小康社会的目标越来越明确,发展农村通信成为今年信产部的工作重点。《农村通信普遍服务——村通工程实施方案》(以下简称《方案》)出台后,我们看到承担普遍服务的基础电信运营商又担负起了新的使命,部省两级的管理体系将在考核上发挥更大的作用。同时,我们也要问一问,为什么要采取“分片包干”作为过渡性政策?面对农村地区rrrrrrrrn现状、电信成本,技术和交费如何确定?最终怎样建立普遍服务基金体系?这个早春,电信普遍服务已成为业界的一个新焦点,像一阵渐暖的风,从城市刮到农村。
