矿产资源是重要的自然资源,是社会生产发展的重要物质基础,现代社会人们的生产和生活都离不开矿产资源。我省一直以来局度重视矿产开发利用和保护管理工作,先后出台了一系列规定,从地质勘察、矿产开发、资源节约、循环经济、环境保护、安全生产等方面,对矿产资源开发利用和保护工作做了全面部署,取得了显著成效。陕西省十一届人大常委会第二十三次会议听取和审议了陕西省人民政府关于我省矿产资源开发利用及保护情况的报告。委员们指出要依靠科技进步和管理创新促进资源集约高效利用。在严格管理、规范市场、强化监督的基础上,重点加强采选回收率、综合利用率、尾矿无害化和矿区复垦等方面工作。委员们同时指出在矿产资源利用方面,还存在着许多问题,如资源产出率低,利用效率低,消耗高,综合利用水平低。委员们强调要依靠科技创新,不断提高矿产资源利用效率,推进循环经济在矿产资源领域的发展。

At the 23rd meeting of the Standing Committee of Shaanxi Province, the 11th Shaanxi Provincial People’s Congress heard and reviewed the report of Shaanxi Provincial People’s Government on the development, utilization and protection of mineral resources in our province. The members pointed out that we must rely on scientific and technological progress and management innovation to promote the intensive and efficient use of resources. On the basis of strict management, standardizing the market and strengthening supervision, emphasis should be placed on strengthening recovery and recovery of mining, comprehensive utilization, tailings detoxification and mine reclamation work. At the same time, members also pointed out that there are still many problems in the utilization of mineral resources, such as low output of resources, low utilization efficiency, high consumption and low comprehensive utilization. Members emphasized that we must rely on scientific and technological innovation, continuously improve the utilization efficiency of mineral resources and promote the development of circular economy in the field of mineral resources.
