自2013年国务院办公厅印发《关于政府向社会力量购买服务的指导意见》以来,政府购买服务因提升至国家发展战略层面备受各方关注和重视。但是,随着实践工作的深入推进,也暴露出制度不健全、社会组织待遇不同、事业单位角色定位不当、购买服务范围界定不清、经费补偿机制不合理、监管效力不显著等问题。因此,需要认清政府购买服务的实施条件,合理划分中央与地方各级政府工作职责,准确划定承接主体的范围,加强财务管理,构建科学的监督管理体系,为政府购买服务的健康运行提供保障。
