党的十六届三中全会明确提出了要加快国有资产管理体制改革和国有企业改革,要把股份制作为公有制的主要实现形式。要完成这项艰巨的任务,并有效做好反腐败工作,必须建立国企改革的监督制约机制。构建三条防线。一是要结合开展以“求真务实、勤政为民”为主题的宣教活动,引导党员特别是企业领导人员按照“为民、务实、清廉”的要求,构建思想道德防线。二是有针对性地对企业领导人员的经营管理行为和职务消费进行规范和明示,制定国有企业重大事项管理办法,加强对企业重大事项的监管,特别是对重大投融资和对外担保的监管,构建制度规范防线。三是认真学习、全面贯彻《中国共产党纪律处分条例》和《中国共产党党内监督条例(试行)》两部重要的党内法规,按照条例要求制定完善实行党内监督的各项制度,制定完善对党员和领导人员的规范标准,并积极研究探索实现党内监督和执行党的纪律的办法和途径,构建纪律监督防线。
