近年来,由于一些地方的政府救助和社会捐赠款管理不够完善,困难群众的救命钱和社会的爱心款被贪污、挪用等违纪违法行为时有发生,群众对此非常不满。究其原因主要有:一是管理制度不健全。有的地方没有建立资金管理制度,有的没有按要求设立专户,有的制度规定笼统,特别是关于救助范围、标准、时间等内容只有原则性规定,有的制度陈旧形同虚设。管理制度不健全使资金管理容易受工作人员主观因素影响,存在一定的随意性。
