7月5-6日,中共中央、国务院在北京召开西部大开发工作会议。这标志着新一轮西部大开发的开始,同时也标志着西部水利发展驶入了快车道。西部特殊的自然、地理条件,造成资源和工程性缺水矛盾突出、水土流失和石漠化加剧、生态环境退化,严重制约着西部地区经济社会的发展。因此加快发展西部水利事业,对西部地区经济社会实现可持续发展具有重要的意义。西部大开发10年来,水利部认真贯彻落实党中央、国务院的决策和部署,将西部大开发水利建设作为进入新世纪以来水利工作的重中之重,在深入研究西部地区水资源状况与特点的基础上,根据全国水利发展的实际情况,结合西部特点,精心规划和组织,采取一系列切实有效的措施,有重点、有特色地推进西部地区水利建设和发展。10年来,水利部先后编制完成了一大批西部地区的水利综合规划和专项规划,并在全国性的水利规划中突出了西部地区的重要性,这些规划,不仅为西部地区水利建设与发展描绘了蓝图,更为西部地区水利发展与改革明确了目标和方向。10年来,水利部从政策、资金、人才、技术等诸多方面,给予西部全方位的倾斜和扶持,助力西部水利发展驶入快车道。特别是中央水利投资,重点投向了那些关系西部地区稳定和长远发展的基础战略工程和重点工程,以及民生水利工程、水资源配置工程和以改善生态、提高生态自我修复能力为主的综合治理项目,有力支撑了西部经济社会的发展。10年来,一大批事关西部地区经济社会可持续发展的大型骨干水利工程,如广西百色水利枢纽、宁夏沙坡头水利枢纽、四川紫坪铺水利枢纽等标志性工程先后建成并投入运行,在保障当地防洪安全、供水安全、粮食安全、能源安全乃至改善航运条件等方面,发挥了重要作用,产生了巨大的经济效益和社会效益。在西部大开发10周年之际,本期特别关注推出“西部大开发”专题,展示西部部分省(自治区、直辖市)在实施西部大开发战略中所取得的成就。 July 5-6, the Central Committee of the Communist Party of China and the State Council held a working conference on the western development in Beijing. It has played an important role in guaranteeing local flood control safety, water supply safety, food security, energy security and even improving shipping conditions.
