应急管理是政府管理部门面临的一项重大课题,也是当今社会公众所关注的热点问题。加强应急管理人才队伍建设是提高应急管理水平的根本保证。有效的激励机制是改善应急管理人才资源开发的必然要求。本文针对我国应急管理人才队伍构成现状和各类应急管理人才需求的差异性,以有关激励理论为工具,分析我国现行应急管理人才激励措施存在的问题,并在此基础上提出了构建更加有效的应急管理人才激励体系,以及完善应急管理人才激励制度的思路。
Emergency management is a major issue that government departments are facing, and it is also a hot issue that people in the society pay close attention to now. Strengthening contingent management personnel construction is the fundamental guarantee to improve emergency management level. Effective incentive mechanism is an inevitable requirement to improve emergency management personnel resources development. In this paper, according to the current situation of the contingent of emergency management personnel in our country and the differences in the needs of all kinds of emergency management personnel, this paper analyzes the problems existing in the incentive measures of current emergency management personnel in China based on the relevant incentive theory, and on this basis proposes to construct a more effective Emergency management talent incentive system, as well as the idea of improving the incentive management system for emergency management.
