从2005年7月国务院发展研究中心的一个课题报告称“目前中国的医疗卫生体制改革基本上不成功”到2006年8月国家11个有关部委组成的医疗体制改革部际协调工作小组成立,不同改革思路之间的碰撞持续升温。表面上看,“模式”是争论的焦点,但从各方就“增加公共投入”问题取得共识可以看出,不同意见的关键在于:政府未来对卫生事业的投入,该给谁?因此,“补供方”还是“补需方”才是当前之争的实质所在。
According to a report from the Development Research Center of the State Council in July 2005, “The current reform of China’s healthcare system is basically unsuccessful.” By August 2006, an inter-ministerial coordination working group for the medical system reform formed by 11 national ministries and commissions was established. The collision between different reform ideas continues to heat up. On the surface, the “model” is the focus of the debate, but it can be seen from the consensus of all parties on the issue of “increasing public investment.” The key to different opinions is: The government’s investment in health care in the future should be given to whom. Therefore, “supplying the supply side” or “supply side” is the essence of the current dispute.
