目前青岛市技工学校22所,在校生由2001年的1.5万1人增加到3万人,毕业生就业率达到98%以上。各类职业院校、民办职业培训机构、劳动就业训练中心、企业职工培训基地等,年培训能力由2001年的9万人增加到16.5万人。目前,青岛市技术工人特别是高级技工、技师和高级技师的数量和比重有了明显提高。高级工以上占技术工人总数由2001年的3.1%提高到目前的8.4%,高于全国4%的平均水平。据预测,到“十一五”期末,我市技术工人需求总量将达到63万人(目前46万人)。其中,高级工需求总量为10.5万人。需新增7.2万人;技师和高级技师需求总量为2万人,需新增1.47万人。从2005年开始,青岛计划每年培训各类人员10万人,到2010年,高级工以上职业技能等级人员占技术性从业人员的比重达到20%左右,技师和高级技师占到3%。青岛作为资源相对短缺的城市,要转变经济增长方式,突破瓶颈制约,提高经济增长的科技含量,走集约化发展道路,迫切需要大量高技能人才。
At present, there are 22 mechanized schools in Qingdao, with the number of students enrolled increasing from 15,000 in 2001 to 30,000 in the city. The employment rate of graduates has reached over 98%. Various vocational schools, private vocational training institutions, labor and employment training centers, enterprise staff training bases, etc. The annual training capacity has increased from 90,000 in 2001 to 165,000. At present, the number and proportion of skilled workers in Qingdao, especially senior technicians, technicians and senior technicians have been significantly raised. The total number of skilled workers taking up senior jobs has risen from 3.1% in 2001 to 8.4% now, which is above the national average of 4%. It is predicted that by the end of the 11th Five-Year Plan period, the total demand for skilled workers in our city will reach 630,000 (currently 460,000). Among them, the total demand for senior workers was 10.5 million. An additional 72,000 people need to be added; the total demand for technicians and senior technicians is 20,000, an additional 14,700 people need to be added. Since 2005, Qingdao plans to train 100,000 people of all kinds every year. By 2010, the occupational skill ranks of senior workers and above will account for about 20% of technical employees and 3% of technicians and senior technicians. As a city with relative shortage of resources, Qingdao needs to change the mode of economic growth, break through the bottleneck constraints, increase the scientific and technological content of economic growth, take an intensive development path and urgently need a large number of highly skilled personnel.
