(省府第二二七次行政會議通過,十二月一日(54)府財字第十七號通知發出) 爲了改進基本建設工程財務决算的編報,特权據中央財政經济委員會頒佈之基本建設暫行條例第六節之規定,制定本規定;凡本省行政、黨羣、文教、衛生系統之基本建設工程財務决算(除經建、企業、合作、貿易等系統另有規定者外),悉依本規定辦理。甲、基本建設工程財務决算的編報程序一、各級基建單位,基本建設全部工程竣工驗收後,不論建設單位採取何種施工方式,均須於二十五日內辦理工程决算,按級上報主管部門,主管部門於十日內核轉同級財政部門批核。二、出包工程在全部工程竣工驗收後,二十日內由承建單位向建設單位辦完結帳手續,其結賬辦法,應按合同规定開具工程價欵結算賬單(格式見附件,基建資金通過人民建設銀行者,適用)送建設單位簽證後,持向經辦的人民建設銀行,或代辦的人民銀行(以下簡稱經辦行)辦理結算。遇有經原批准機關批准之更改工程(變更項目、數量),則承建單位應送增加或減少工程部份之結算單交建設單位辦理結賬。更改工程應憑甲
