第一章总则第一条为了规范本市政府采购代理机构资格认定工作,加强政府采购代理机构资格管理,根据《中华人民共和国政府采购法》和《政府采购代理机构资格认定办法》(财政部令[第31号])等有关规定,制定本办法。第二条本市政府采购代理机构资格的认定适用本办法。本办法所称政府采购代理机构,是指经财政部门认定资格的,依法接受采购人委托,从事政府采购货物、工程和服务的招标、竞争性谈判、询价等采购
Chapter I General Provisions Article 1 In order to regulate the municipal government procurement agency qualification work and strengthen the government procurement agency qualification management, according to the “People’s Republic of China Government Procurement Law” and “Government Procurement Agency Qualification Measures” (Ministry of Finance Order [No. 31]) and other relevant provisions of this approach. Article II of this Municipality government purchasing agency qualification finds application of these measures. The term “government purchasing agencies” as mentioned in the present Measures refers to those purchasing agencies that are authorized by the financial department and who are entrusted by the purchaser according to law to engage in bidding, competitive negotiation and inquiry of government procurement of goods, construction and services
