知识经济时代的到来为世界各国政府管理和公共服务提出了新的机遇和挑战。知识经济时代依然存在着影响严重的信息失衡问题 ,政府在提供公共物品和公共服务时必须采取一系列制度创新以解决信息问题。本文讨论解决信息问题可借鉴和采用的若干政府公共管理制度创新。这些创新包括在提供公共物品时引入竞争机制 ,提供尽可能充分准确的信息、制定市场经济的游戏规则 ,监督信息的准确提供与游戏规则的执行 ,确保信息披露和信息双向流动 ,形成消费者和受益人参与决策管理等创新方式解决信息问题。
The arrival of the era of knowledge-based economy has brought new opportunities and challenges to the management and public service of governments all over the world. In the era of knowledge-based economy, there still exist the serious imbalance of information imbalance. When providing public goods and public services, the government must adopt a series of institutional innovations to solve the information problem. This article discusses a number of government public management system innovations that can be borrowed and adopted to solve information problems.
