农业行政综合执法,这一全新的概念正越来越受到广大农业管理部门人员的关注。农业部曾于1999年下发了《关于进一步开展农业行政综合执法试点工作的意见》,在全国确定了5个地市级农业行政综合执法试点单位,河南省新乡市就是其中之一,近两年来他们在机构设置、执法工作等方面做了许多探索,值得各地借鉴。从本期起,本刊将就农业行政综合执法问题作专题报道和讨论,欢迎广大读者就农业行政综合执法的意义、必要性、具体作法和经验得失进行讨论,发表自己的看法。
