入世将对我国行政法产生全面而深刻的影响 ,行政组织法也不例外。WTO精神以及我国入世的承诺对行政组织法有许多直接的要求 ,需要重新对政府予以定位 ,也需要重新界定政府的权力。另外加入WTO本身还将间接对行政组织法产生影响 ,如国外管理理念和行政组织形态的传入等。我国目前的行政组织法极不健全 ,需要全方位改革。
The accession to the WTO will have a comprehensive and profound impact on our country’s administrative law. The administrative organization law is no exception. The WTO spirit and our country’s WTO accession promise have many direct requirements on the Administrative Organic Law. They need to re-position the government and redefine the government’s power. In addition, the accession to the WTO itself will also have an indirect impact on the administrative organization law, such as the introduction of foreign management concepts and administrative organizational forms. The current administrative organization law in our country is extremely imperfect and requires all-round reform.
