改革开放以来的近30年间,中国每年国民生产总值以9.67%以上的速度递增,财政收入更是以两位数字的速度递增。而与之形成鲜明对照的却是,中国的社会保障、义务教育、公共卫生等事关基本民生问题方面的改善幅度十分有限。这就提出了一个重要的问题:中国公共投入的资金投向了何处?由于政府自身没有准确地定位为公共服务型政府等多方面原因,造成了3个巨大的公共财政漏斗。
In the recent 30 years since the introduction of the policy of reform and opening up, China's GNP has increased at a rate of 9.67% or more each year. Its fiscal revenue has increased at a double-digit rate. In sharp contrast, however, China's social security, compulsory education and public health have very limited improvement in basic livelihood issues. This raises an important question: Where are the funds invested by China's public investment? Because the government itself has not accurately positioned itself as a public service-oriented government, it has created three huge public financial funnels.
