黑河市位于黑龙江省北部,是祖国东北重要的边防门户。隔黑龙江与俄罗斯阿穆尔州首府布拉戈维申斯克市相对,是中俄4000多公里边境线上行政级别最高、人口最多、规模最大、功能最全的对应城市。早于1858年“中俄分江而后,大黑河屯即为通商口岸”。两岸招商设市,且互市频繁。1898年,华方于布市开设商号150余家。1911年,日、俄、美、德、法等国人在黑河开设商号50余家,因此,历史上黑河被誉为“万国商埠”。今天又成为对俄等独联体国家开展对外经贸合作的重要窗口。黑河海关即设在沿边开放的黑河市。总体上黑河海关分为建国前和建国后两大时期。建国前的黑河海关称瑷珲海关,
